He knows his grave will become the worlds largest outdoor toilet if the area is not guarded 254/7. He also knows that no one will pay for his grave to be attended to that level of security. He taught his kids to not respect their mother's grave so why should they respect his? I think he also likes the idea of one final rip off of the country on his way out.
