No. It's like an earlier poster noted. The fewer holes with the most rounds released wins. If you can get a second bullet right on top of an earlier shot it's impressive. I know because I've done it once-- on a piece of paper, not a human being.

I am fully in favor of common sense gun control laws, but the mindless devotees of the Second amendment who parrot the line about "Guns don't kill people; people do" have at least one thing right. The psychology behind the person holding the gun is key.

This doesn't mean that I think that we should be handing out guns lightly. We also shouldn't be handing out civil authority lightly.

Some people shouldn't have guns anymore than a two-year-old should have a hammer. Two-year-olds have no emotional regulation. That's why you hand them a soft stuffed toy that they can either cuddle for comfort or throw to express their inchoate rage.

We need some form of psychological evaluation for anyone being handed a gun. We need excruciatingly thorough evaluations of people being handed both a badge and a gun.
